Former PM IK Gujral who was to launch the world parliametary forum gave the programme a miss due to ill-health.His recorded message, Gujral gave the forum his best wishes.Union Minister Ambika Soni, Delhi Chief Minister Shiela Dikshit and BJP MPs Navjot Singh Sidhu and Maneka Gandhi also did not turn up at the meet.
